According to the REACH Regulation, the Lead Registrant produces the “lead dossier” that other joint registrants will reference. The Lead Registrant is required to prepare a complete registration dossier, including a technical dossier and Chemical Safety Report (CSR) in IUCLID and submit it to the European Chemicals Agency (ECHA).
All existing and potential registrants that have preregistered the same substance are part of a substance information exchange forum (SIEF). SIEF members appoint the Lead Registrant.

- Managing the relationship with other companies interested in the registration of the same substance;
- Providing Letters of Access (LoA) to new members joining the SIEF; and
- Handling the related cost-sharing mechanism.
