Dossiers submitted under the REACH registration process may be subject to evaluation by the European Chemicals Agency (ECHA), which will evaluate all testing proposals.

There are two types of evaluation: dossier evaluation and substance evaluation. Under dossier evaluation, ECHA evaluates the content of the joint submission dossier and its alignment with regulatory requirements. This may include checking all testing proposals to ensure the tests are justified and adequate to avoid unnecessary animal testing. In addition, co-registrants dossiers in all tonnage bands will undergo a compliance check to ensure their compliance with registration requirements.

Under substance evaluation, ECHA checks the submitted dossier to determine if the use of the substance constitutes a risk to human health or the environment.
