Biocide news: set-up of a consortium for Sodium Hypoclorite CAS 7681-52-9 PT 2 anti-lichen, PT 4 and PT 5

Brussels, October 5, 2017 – ERM’s biocide team, strengthen by the acquisition of ReachCentrum and JSC Consulting, has been contracted by OXENA to set up a consortium for the  preparation of a dossier for product authorisation under the Biocidal Products Regulation (EU) 528/2012, for those products containing the active substance Active Chlorine released by Sodium Hypoclorite CAS 7681-52-9. The aim is to provide producers, distributors and formulators interested in placing biocidal products on the market for PT 2 anti-lichen, PT 4 and PT 5, with an environment in which they can cooperate to meet their obligations under the legislation for what concerns product authorization, sharing data and costs. Consortium’s kick off meeting will take place on October 16 in Paris. Meeting will be conducted in French, with a translation service organized upon request.

Other companies who are willing to attend the meeting and join the consortium are kindly requested to express their interest by contacting Cécile Rousseau or Magdalena Urbanowska by 15 October 2017.

 

Biocides: mise en place d’un consortium pour l’Hypochlorite de Sodium CAS 7681-52-9 PT 2 anti-lichen, PT 4 et PT 5

ERM, leader du conseil en management environnemental, impacts sociaux, santé, sécurité et développement durable, rassemble les parties intéressées afin de collaborer pour la mise en place d’une organisation de type consortium concernant les demandes d’autorisation de mise sur le marché de produits biocides contenant de l’Hypochlorite de Sodium.

Bruxelles – L’équipe Biocides d’ERM, renforcée par l’acquisition de ReachCentrum et de JSC Consulting, a été contractée par OXENA afin de mettre en place une structure coopérative pour la préparation d’un dossier d’autorisation de produit sous le Règlement sur les Produits Biocides (EU) 528/2012, pour les produits contenant comme substance active le Chlore Actif libéré par l’Hypochlorite de Sodium CAS 7681-52-9.

L’objectif est de fournir aux producteurs, distributeurs et formulateurs qui souhaitent mettre sur le marché des produits biocides pour TP 2, TP 2 anti-lichen, TP 4 and TP 5, un environnement dans lequel ils pourront coopérer afin de répondre à leurs obligations réglementaires concernant l’autorisation de ces produits, le partage des données et des coûts. La réunion d’information aura lieu le 16 octobre à Paris. La réunion se tiendra en français, avec un service de traduction organisé selon la demande.

Les autres sociétés qui souhaitent participer à la réunion et se joindre à cette initiative sont priées d’exprimer leur intérêt en contactant Cécile Rousseau ou Magdalena Urbanowska avant le 15 octobre 2017.

Call for expression of interest for Active substance approval 1-Nonanol and Gallic Acid under the EU Biocidal Product Regulation: establishment of a consortium for dossier preparation and submission

Brussels, September 19, 2014 A company has expressed an interest in cooperating with other parties to prepare an application for approval of two active substances under the EU Biocidal Product Regulation 528/2012 namely 1-Nonanol and Gallic Acid (PT2, PT5, PT10, PT21).

On behalf of this company, ReachCentrum would like to hear from others interested in joining forces to prepare and submit a dossier for the approval of the above-mentioned two active ingredients.

Call for Expression of Interest: Initialization of a consortium for Biocidal product(s) containing Sodium Hypochlorite (EC: 231-668-3, CAS: 7681-52-9) as active substance

Brussels, June 27, 2014 - A recent survey conducted by ReachCentrum and its technical service partner ARCHE has indicated that at least ten companies are actively interested in joining forces under the auspices of a voluntary agreement to prepare a dossier for product authorisation under the Biocidal Products Regulation (EU) 528/2012 for those products containing the active substance sodium hypochlorite. 

ReachCentrum, together with ARCHE, intends to bring together all interested parties to collaborate in the set-up of a consortium-like arrangement. The aim is to provide producers, distributors and formulators interested in placing biocidal products on the market for certain PTs and containing the active ingredient sodium hypochlorite, with an environment in which they can cooperate to meet their obligations under the legislation for what concerns product authorisation.

Other companies who, aside from those who have already made their interest known, are willing to join the consortium are kindly requested to express their interest at the latest by July 30, 2014.

Consortia initialisation for Biocidal product(s) containing certain active substances

Brussels October 13, 2014 - This communication is a follow up from interested companies’ requests to group together for biocidal product(s) authorisation(s).

ReachCentrum and its technical service partner ARCHE are collecting interest in the setting-up of a voluntary cooperation (like a consortium) on active substance level in order to facilitate producers, distributors and formulators of biocidal products who are interested in placing on the market biocidal product(s).
A selection of active substances is presented in the table below. Consortia can be built for products containing one of these active substances.

ECHA publishes Guidance on active substance suppliers

According to ECHA, from 1 September 2015, a biocidal product consisting of, containing, or generating a relevant substance, cannot be made available on the EU market if the substance supplier or product supplier is not included in the Article 95 list for the product type(s) to which the product belongs. The guidance also explains how active substances generated in situ should be dealt with, and how Article 95 submissions can be made by consortia. It further runs through information requirements for applications and on ECHA's process for updating the list of active substances and suppliers.

According to ECHA, to make sure that the product stays legally on the market, companies need to:

  • Ensure within their supply chain that either a substance supplier or product supplier in the supply chain applies to be on the Article 95 list.
  • Start their preparations in time, especially for data-sharing negotiations.
  • Submit the application in time to allow ECHA to assess it by 1 September 2015.
  • Allow sufficient time to cover the need to provide additional data if the ECHA draft decision is negative.
