Consortium status reports
As part of the communications to members of SIEFs for the substances covered by the four consortia, regular reports on progress and status of the activities of each of the consortia will be published on this page.

Please note the announcement on the following metal lake pigments: PR 48:4, PR 48:5, PR 52:1, PR 52:2, PR 52:3, PR 57:2 AND PR 57:3 (click here)

Status report (30 October 2010):

Dossiers for most of the substances have been submitted.


Details of the joint submission plan, and the cost sharing mechanism have been sent by email to the SIEF members who previously expressed an interest. After payment these SIEF members will receive:

  • IUCLID I5Z file and the IUCLID print file (on request in the case of the Diarylide Yellow,  Quinacridone and single pigment consortia), 
  • the Chemical Safety Report, except for those sections that individual registrants have to complete (only applicable for registrants producing 10+ tonnes per annum), 
  • the Token.


SIEF members wishing to participate in the 2010 joint submission are requested to provide the appropriate lead registrants with completed SIEF agreements by the advised deadline, to receive all relevant information to conduct the registration in time.

 

Any potential registrant who wants to participate in the joint registration in 2010, but who did not receive the emails mentioned above, must contact the appropriate lead registrant immediately.

To ensure tokens can be issued in good time, deadlines have had to be set for receipt by the Lead Registrant/Consortia Secretariat of an original signed SIEF agreement and for payment of invoices, as shown in the following table. (Note that whilst signed agreements and payments of invoices can be received after the dates shown, issue of tokens in time for individual registrants to submit dossiers before 30 November 2010 cannot be guaranteed):

A CLP declaration of non-classified is proposed in submitted Registration dossiers for all substances, except PR 112. Each SIEF member, however, has to take into account the content of hazardous impurities in their own substances as these may change this classification and labelling declaration.

In the case of PR 112, based on the available data and information the substance will not be classified as hazardous according to the Dangerous Substance Directive (67/548/EEC) and the CLP Regulation [(EC) No 1272/2008. Any SIEF member whose substance contains hazardous impurities may be required to classify the substance accordingly. This situation applies to registrants of the substance Pigment Red 112 containing more than 1% of EC 205-205-0 (3-hydroxy-2'-methyl-2-naphthanilide, Naphtol AS-D) as an impurity. In this case the substance has to be classified/labelled with Xi, R 43 (according to 67/548/EEC) or  Warning, H317, H411 (according to (EC) 1272/2008), respectively.

 Metal Lake Pigments – important announcement

1. Pigment Red 48:4 and Pigment Red 52:2

As noted above, the Metal Lake Pigments Consortium had announced its plans to include these two pigments (CAS: 5280-66-0, EINECS: 226-102-7 and CAS: 12238-31-2, EINECS: 235-471-3) in the package of joint submissions before the 30 November 2010 registration deadline.

However, due to some unanswered questions about the hazards of manganese-based pigments, the consortium agreed in a meeting held on 20 August 2010 to withdraw these two substances from the 2010 submission programme, to provide additional time for investigation, and to prepare for dossier submission by the May 2013 registration deadline.

This decision was based on the understanding that no SIEF member has a requirement to register by 30 November 2010. If a 2010 deadline registration is required, will you please contact the Lead Registrant immediately.

 

2. Pigment Red 52:1, Pigment Red 57:2 and Pigment Red 57:3

A Lead Registrant has not yet been identified for these three pigments. Currently the consortium plans to complete the dossier for the 2010 registration deadline, but not to submit at this time.

3. Pigment Red 48:5 and Pigment Red 52:3

Whilst these two pigments are not in the consortium’s current list of substances to be registered, some collected studies may also be applicable to PR48:5 and PR52:3 substances.
