    LoA e-shop down maintenance

    Dear Customer,

    Please note that the LoA e-Shop platform will not be accessible from the 16th of October to the 27th of October 2017 due to planned maintenance work and system upgrades. 

    This will mean that it will not be possible to place an order through the e-shop for LoAs during this period. Any orders placed on Friday 13th of October will be verified and processed from the 30th of October onwards.

    The LoAs, tokens and dossiers ordered prior to 13th October will continue to be treated in a timely fashion and will remain unaffected.  

    Inquiries concerning LoA prices and related information will continue to be responded to during this period and may be made by direct inquiry to LoA e-shop mailbox (loashop@reachcentrum.eu). 

    We recommend that any urgent LoAs are ordered as soon as possible if you wish to avoid any delay.

    AsiaHub Summit 2017 is a two-day event organized by ChemicalWatch on 18-19 September 2017 in Brussels. The 2017 Summit addresses the impact of the latest developments in chemicals regulation in Asia, offering an unparalleled opportunity to discuss all aspects of how to get products into Asian markets through an engaging mix of presentations, Q&A sessions, informal networking opportunities and panel discussions featuring senior government officials from the Chinese Government and other experts from Asian countries.

    On 18 September Willi Muenninghoff, responsible for consortia management and global regulations in ReachCentrum, will discuss about data sharing and its global implications, including an overview of the Data Brokerage Platform, ReachCentrum tool facilitate the sharing of available endpoint-related data.

    On 19 September, Junho Lee, from ERM, ReachCentrum’s parent company, will update participants on K-REACH and activities in South Korea. Both Willi and Junhoo are actively involved with the world-wide platform of ERM to provide clients with global product stewardship support.

  • Data sharing activities EU-South Korea - challenges addressed

    Data sharing activities with South Korean companies were the focus of discussions held during a recent meeting between officials from South Korea’s Ministry of Environment (MoE) and representatives of EU companies. The MoE is the Ministry responsible for implementing the Act on the Registration and Evaluation of Chemicals, so called Korea REACH.

    Willi Muenninghoff, Project Manager and lead for global activities in ReachCentrum, attended the meeting and contributed to the discussions by underlining the importance of sharing data that is already available and used in the EU. Data sharing will avoid the need for additional animal testing, will be cost-effective for Korean companies and will safeguard the work done for EU dossiers.93 of the 510 priority existing chemicals that must be registered by June 2018, are managed by 44 different EU consortia working with ReachCentrum. A data brokerage platform was launched last year to facilitate the sharing of available endpoint-related data between the data owner and South Korea. Known as the ReachCentrum Data Brokerage Platform, the platform enables owners of data (companies or consortia) to sell the right to refer to the data to parties registering substances under Korea REACH. Shared data can take form of Studies, Robust Studies Summaries and Chemical Safety Reports. 

    ReachCentrum is currently updating the platform to enable global data sharing with a user-friendly experience. Additionally, following the successful EU example, an LoA shop will be launched after the summer break.

  • REACH 2018 Prepare your registration as a IUCLID dossier

    ECHA, the European Chemicals Agency, is organizing a webinar on how to prepare a REACH 2018 registration as a IUCLID dossier. The webinar, which will be held on October 4 from 11:00 - 12:00 EET (GMT+2), targets those actors who are registering a substance for the first time and want to know how to use IUCLID to create a registration dossier.
    The webinar will cover topics ranging from the installation of the IUCLID 6 application to the creation of a IUCLID 6 registration dossier, including the verification that all required information has been filled-in, using the embedded validation assistant. Furthermore, it will show a registration dossier for a member of a joint submission can be created online.

The outcomes may include new market constraints or limitations of use.
    Last but not least: non registration of some chemicals in 2018 could force downstream users to take over the REACH role of the producers/importers and put the REACH registration duty on their shoulders.

    Deadline extended to April 22th 2016 - The Global Chromates Consortium for Aerospace (GCCA) after having successfully submitted application for aerospace (and derivatives) use as surface coating for several chromate substances with latest application date March 2016 is now pursuing applications for aerospace (and derivatives use) for the remaining chromates with latest application date July 22, 2017.

    ReachCentrum assists industries to become compliant with REACH regulation on chemical substances. REACH mandates chemical companies to register their substances manufactured or imported in a joined effort with other potential registrants of the same substance. In order to prepare the necessary communication and decision making processes, companies organize themselves in REACH consortia.
    Currently ReachCentrum is managing about 100 consortia and the demand is growing. It is also expected that many companies require support with the 2018 deadline registration, not necessarily organized in a consortium. As a result ReachCentrum is seeking a project manager.

    Job description
    The Project Manager supports REACH customers by managing the entire administration of the consortium. Depending on the stage, this position requires solid project management, a high level of executing administrative responsibilities and basic financial skills.
    ReachCentrum has extended its product portfolio over the past several years and intends to further develop new services. Depending on the experience of the candidate, they will contribute in the development of the services and the execution of consultancy.
    Additional requirements include: REACH expertise, negotiation, collaboration with companies advocating common interests.

    Aim
    Project Manager leads the project management of new and existing consortia, support projects and consultancy.

    Main Tasks
    Consortium Management:

    • Organize consortium activities
    • Maintain, communicate and manage the consortium planning
    • Maintain consortium administration (e.g. budget) and organize communication with other stakeholders (potential new Consortium members, data sharing requests, etc.)
    • Facilitate consortium meetings between technical stakeholders in taskforces organized and the managerial stakeholders involved
    • Coordinate the ongoing technical work of the consortium
    • Solve ongoing and potential issues
    • Liaise with authorities such as ECHA

    Consultancy:

    • Support clients in day-to-day REACH/biocides related business operations
    • Maintain contacts with third parties and authorities on behalf of clients
    • Knowledge of best practices and trends in regulatory management
    • Thought leadership; leading the directive and acting on behalf of the client
    • Resolve challenges – solve clients’ concerns and create solutions for foreseeable issues
    • Insight on latest industry trends to present opportunities and avoid pitfalls
    • Advisor to client about potential impact of the regulations, demonstrating foresight and contributing to his/her success
    • Recognize potential issues and propose viable solutions. Liaise with clients to generate creative solutions

    Hierarchical position
    Project Manager reports to the Managing Director and is supported by ReachCentrum staff.

    Profile
    The ideal candidate has:

    • A degree in chemistry
    • Solid knowledge of REACH and experience with European chemicals law (REACH and CLP). Highly attractive if candidate has Biocidal Product Regulation experience
    • Consultancy skills and experience of working within a consulting environment
    • Relevant Project Management experience preferably within chemicals industry
    • Proven record of working with multiple stakeholders in joint projects where communication and decision making are critical
    • Effective communicator, active listener and excellent interpersonal skills

  • Global Chromates Consortium for Aerospace (GCCA) to tackle REACH authorisation

    Brussels, August 20, 2015 - A number of leading companies in the Aerospace and Defence Industries are launching a consortium to facilitate applications for authorisation of chromium substances used in the sector. Interested parties are invited to apply for membership now.

    The companies are about to set up a consortium that will, starting from a general approach, support consortium members in their use-specific applications for authorisation.The consortium’s first meeting will take place on 8th and 9th September in Dallas, Texas. Membership is open to any aerospace company or any company supplying this industry sector. 

    The technical support will be provided by Environ-Ramboll. The company was selected based on its knowledge of chemicals risk assessment and socio-economic analysis as well as for the environmental expertise and its proven capability in authorisation applications relating to chromates. 

    ReachCentrum has been selected as the consortium secretariat based on its experience with consortia management, especially relating to financial and communication aspects, as well as its general knowledge and understanding of the REACH legislation and established proficiency of the authorisation process in particular. 

    “Our aim is to bring together all relevant parties of the sector and to enable any aerospace company and its formulators to have their uses included in an application for authorisation. Companies will be encouraged to streamline efforts wherever possible. The biggest challenge will be engaging the appropriate importers of substances into Europe and persuading them to apply for authorisation” says Phil Humphries, interim chair of the GCCA authorisation consortium.

    Background

    Several chromate substances have been placed on Annex XIV of REACH, indicating that after the set sunset date, any use of them is prohibited unless the use has been authorized.

    Any aerospace company or its formulators as well as chemical manufacturers supplying to the sector, and particularly importers of those substances into the EEA, are invited to join the consortium. Please indicate your interest as soon as possible to ReachCentrum keeping in mind that the first meeting is taking place on 8th and 9th September in Dallas.
    A webex meeting designed to provide further information for potential members is planned for Wednesday 26th August at 2.00 pm CET. Please contact ReachCentrum for details.

    ERM has assumed full ownership of Brussels-based professional services body ReachCentrum, a niche player in the registration market for REACH, the European Union’s Regulation on chemicals and their safe use. The acquisition is an important part of ERM’s growth strategy and builds its position in and access to the Chemical Sector. In time, we expect that additional services related to dossier registration and consortium management to be available, as a key part of ERM’s product sustainability offering.   • Transparency in product authorisation evaluations

    In an interview to ChemicalWatch, Cefic, the European Chemical Industry Council, calls for more transparency in product authorisation evaluations under the biocidal products Regulation (BPR). Raf Bruyndonckx, biocides sector group manager for Cefic, calls on the authorities to report, not only broad figures, but also reveal the average timelines for product authorisation and mutual recognition procedures. “We need to dive into the detail of where there could be problems,” Mr Bruyndonckx says. “When it comes to the active substance authorisation process, we know where the specific issues are, which means we can intervene and help. But the product authorisation evaluations are still a black box to us.”

    ReachCentrum, the Cefic subsidiary and a niche player in the Registration market for REACH, has been acquired by Environmental Resources Management (ERM), according to an announcement published today. A Share Sale and Purchase Agreement was signed on March 30 between Cefic and ERM. Final arrangements are now underway and the acquisition is expected to be completed by end May.

  • Initialisation of consortia for inclusion of substance or product suppliers into the Art. 95 listing of Biocidal Products Regulation

    Brussels, 18th February 2015 - This communication is a follow up to interested companies’ requests regarding their inclusion into the suppliers listing as a substance/product supplier in accordance with Article 95 of the Biocidal Products Regulation. The due date for inclusion is 1st September 2015.

    According to ECHA, from 1st September 2015, a biocidal product consisting of, containing, or generating a relevant substance, cannot be made available on the EU market if the substance or product supplier is not included in the Article 95 listing for the product type(s) to which the product belongs. ReachCentrum and its technical partner ARCHE are working together to launch Consortia to support interested parties to stay on the EU market. In order to ensure this, we wish to support applications under Article 95 in the most cost effective and time efficient manner. 

    A selection of but non-exhaustive list of active substances is presented in the table below. Consortia can be built for products containing one of these active substances.

Running on Microsoft Windows computers, without the need to install any other software, it is dedicated to those companies that do not yet have IUCLID 5 installed, particularly small and medium-sized companies (SMEs). The Preconfigured IUCLID 5 for AfA  supplies partially pre-filled datasets for the substances in the Authorisation List. The new release doesn’t replace the most recent version of IUCLID 5 or existing installations, which can still be used to prepare dossiers for applications for authorisation, warns ECHA.     Brussels December 17, 2014 - This communication is a follow up from interested suppliers’ requests (EuSalt) of NaCl (to be used as precursor for the in situ generation of active Chlorine (PT1-5), which is included in the review programme), to be included on the suppliers list as substance/product suppliers according to the Article 95 of the Biocides Product Regulation, by September 1, 2015. 

    Moreover interest was also expressed on the inclusion of KCl (to be used as precursor for the in situ generation of active chlorine) under Art. 13 of Regulation (EU) No 1062/2014 or Art. 93 of the BPR. 

    The active substance/precursor combination of KCl/active chlorine was not supported under the Review Programme, therefore the possibility is given to take over the role of participant. The Consortium can in this phase act as a participant. 

    ReachCentrum and its technical service partner ARCHE are collecting interest in the setting-up of a voluntary cooperation (like a consortium) in order to facilitate suppliers of active Chlorine in situ generated from Sodium Chloride (by electrolysis) and Potassium Chloride (by electrolysis):

    • In the inclusion on the article 95 list
    • In taking over the role of participant under the review programme
    • In Biocidal Product Authorisations (as single products or under one or more biocidal product families) based on NaCl and KCl as precursors.

    On the last day of the 17th Annual Conference on Biocides (Vienna, December 10-12) organized by the European Biocides Information Network, ReachCentrum will host a Workshop on Biocides and Electronic Submission Tools. With the introduction of mandatory electronic data submission under the Biocidal Product Regulation, many companies are facing the IUCLID data management software and R4BP biocides IT system for the first time. For those new to the information systems, or those that are lost, our Training Manager Rita Sookrit will conduct a workshop describing:

    - the basic structure of both systems;
    - options for preparing and organising data;
    - how to generate a Summary of Product Characteristics;
    - what to do if you get stuck, top tips for smooth data entry and what guidance is available;
    - special considerations, such a reporting nano data, linking to C&L relevant information; and
    - how to confirm successful submissions.

    The workshop will be followed by a second one on R4BP 3.2 and the SPC editor conducted by Jan Weber, from the European Chemicals Agency.
