Toluene diisocyanates (TDI), TDA and DNT REACH consortium

The Toluene diisocyanates, TDA and DNT REACH Consortium is preparing the submission of REACH registration dossiers including CSA/CSR* for the substances of shared interest to the members of the Consortium.

Membership
The Consortium structure includes a Steering Committee and a technical Coordination Group and is managed by REACHCENTRUM SPRL. The Consortium is open to all manufacturers/ importers/ only representatives (as defined in the REACH Regulation), who have the obligation to register under REACH one or more Consortium substances (on their own, in preparations or in articles).

Based on pre-SIEF information from REACH-IT the Consortium has identified the need to communicate with multiple (> 1000 ) Legal Entity Contact Points or distinct email addresses.To ensure an efficient communication with such a large number of contacts and to comply with REACH transparency requirements, all Legal Entity Contact Points will be informed about the availability of all SIEF relevant information on this webpage and/or on REACH-IT :

Substance Sameness
The sameness of the substances covered by this consortium was agreed and approved by the SIEF. The Substance Identification Profiles can be accessed on the table above.
 
Lead Registrant (LR)
All substances to be registered in 2010 in this consortium have a confirmed LR.
 
Data sharing

The Consortium has available (or soon will have available) all the studies/data which are required for those substances to be registered in 2010. In case you would like to share your studies either as a registrant or as a data holder, please contact the Consortium Manager.

 
Cost for letter of access (LoA) and SIEF agreement

The Consortium offers letters of access for registration dossiers for each Consortium Substance to all interested parties who do not wish to join the Consortium, but do have an obligation to register the substance by any of the REACH deadlines (2010, 2013 or 2018). The cost of a LoA for each Consortium Substance has been estimated on the basis of a survey of the members of the relevant SIEF and the tonnage band indicated by them.

 

The SIEF agreement survey has been launched and the survey has been closed on  30th of April, 2010. Companies who have not yet agreed to the SIEF Agreement but still wish to join the Joint Registration in 2010 are requested to contact the Consortium Manager consortium@reachcentrum.eu at ReachCentrum by May 31st 2010.

 

Finalisation of Cost Sharing:
The Consortium Manager will finalise the Cost Sharing calculations based on those SIEF Members who have formally committed to sharing in the cost on or before the deadline of May 31st 2010. The cost of the LoA will then be calculated and communicated. SIEF members seeking to purchase an LoA for 2010 registration after the May 31st 2010 deadline will be offered the LoA at the price calculated on May 31st 2010 and resulting incomes will be fairly distributed to those SIEF members who have made the commitment to share in the cost before the May 31st 2010 deadline.

 

The legal basis for the purchase of the LoAs will be this CEFIC SIEF agreement.

End-uses covered by registration dossier

The end uses that will be covered and used in the registration dossiers have been identified and agreed between ISOPA** and the respective Downstream User Trade/Industry Assiciations. End-uses and use descriptors for Consortium Substances can be found here.
