Hydrocarbon Resins and Rosin Resins REACH consortium

The manufacturers of Hydrocarbon Resins, Rosin Resins and Pine Chemicals Materials have joined efforts for their REACH compliance activities and have launched in October 2008 the H4R REACH consortium.

Consortium description
To prepare a consistent REACH registration dossier, the secretariat of the H4R REACH consortium will be handled by ReachCentrum.

Substances covered
The substances to be registered under the REACH legislation by December 2010 in priority and after; covered in the H4R REACH consortium can be found in the following documents. The present lists of substances are not closed and may undergo changes:

Based on the available information on the substance and on the consortium members' understanding of the REACH legislation, TOFA - Tall Oil Fatty Acids (CAS # 61790-12-3; EINECS # 263-107-3) and certain of its salts satisfies the criteria under Annex V.9 and is therefore exempt from the obligation to register in accordance with Article 2 (7)(b), as being set out in the TOFA Exemption document

Membership
The H4R REACH consortium structure includes a Steering Committee, a Technical Committee, Substance Task Forces and the consortium secretariat managed by ReachCentrum. H4R is open to manufacturers/ importers and only representatives as defined in the REACH Regulation of the substance on its own, in preparations or in articles and that are subject to the registration requirements pursuant to the REACH Regulation, or Affiliates thereof.

Membership is open to any applicant fulfilling the membership criteria. The H4R consortium is also open to any European and non-European companies manufacturing or importing of Hydrocarbon Resins, Rosin Resins and Pine Chemicals Materials Materials, which are similar to one or several of the substances covered. Downstream users and other data holders are invited to play an active role in the work of the consortium.
